It’s now time to start installing these things. The plan has been to position and stack bricks to support a few trex boards to represent the city streets, and park the flats on those. I may tweak that plan later, but the brick thing was a simple and cheap way to three-dimensionally position the things. Here’s the initial bricks, which were pounded into proper level and elevation on top of some gravel and dirt beneath that.
Here’s the final stacks. Nearest is a vert short stretch of ‘A’ street, then ‘B’ (current set of flats), ‘C’ (the main commercial area), and ‘D’ (buildings near the track, often of questionable reputation).
I was glad it only took a few morning hours to do all this! And after taking a break and mowing the lawn, I was grateful for the sun’s shadow passing over the next area of activity. This is the start of the access path behind VC, with its (dry-laid) block wall that serves to retain the dirt. It’s so short, I didn’t bother with mortar or even staggering the joints. But I may do the latter; still thinking that over.

Sure do, I’ll post that tomorrow Jim.
Even a short wall, you probably would want to stagger the joints , it will give more stability, if someone were to bump a section could fall. I would also use some construction adhesive to give them a mechanical connection to keep that wall stable.
