I am trying to find out if using PayPal is a bulletproof way of protecting funds when buying things from overseas.
If I were to buy something from Europe or the Orient, and paid for it with PayPal funds, and the item was never received, or it was defective, etc., will PayPal make it good?
Basically, I am looking to make some purchases, but want to make sure that I am protected.
Any ins and outs that I should know about?

You have 30days to dispute it. If it comes surface it will arrive in about 35-40, Part of the reason the USPS doesn’t offer ‘economy’ anymore.- even though all those container ships go back 3/4 empty.

I’ve had so many problems with PayPal I have no faith in them. I was contacted by PayPal and told someone tried to use my account/ (A legitimate message). They froze my account and I was never able to unfreeze it! I also couldn’t contact anyone at PayPal.
Then a couple years ago they claimed someone used my account. Someone used a frozen account? Nice try!
And about every six nonths I get a scam message which I ignore.
Since I would like to make a couple overseas purchases I would like to hear the “best” way to do it. My first G scale purchase was from England and it went fine.
i got no pay pal and no credit card.
if i want to buy something from overseas, i get in contact with the seller, get his bank account, make my bank send him the money and wait for the merchandise.

No, they will not back you up, it would be an exception to the rule if they did!! I went through this with them 2 Decembers ago, I purchased two items from a seller on evil bay that had pulled his auction, the funds to pay him with came from prey pal and a month and a 1/2 of calling 12+ agents they dropped me like a cold fish, and the last agent I spoke with (all the others said yes they were trying to help) she a supervisor or something said you need to go back to the credit card or agency you paid him with to get your money back. I promptly told her you were the agent, no response other than case closed. I purchased $300 in two items from the guy, he sent a $100 item, and I never saw the other $200 + part??? Then just recently I was the seller and they sided with a buyer, even though the buyer refused to send the item back for a full refund, they admitted I had done nothing wrong, but froze my acct. and it took 45 days to get it re-opened and my funds back. I had a negative balance when they froze it but did allow 4-5 more items to come through so they could keep taking the red in the acct. and moving it towards the black, and 45 days later unfroze it saying buyer never responded to them. First day he told them he wanted nothing, supposedly had fixed what he perceived to be wrong with my item, but had filed negative feedback on my auction site, and then filed a dispute just to mucky up the situation, oh and by the way when everything got reversed, and I wanted to reply to his negative feedback wasn’t allowed to. Sooooooooo Now unless on the evil bay its something I really need, great price, or something I can’t live without I don’t do either!!! Regal

Sorry to hear that U had trouble with EBay & PP.
I have had trouble with them also.
Most of the time it works ,but sometimes nothing goes right. Especially when the other party is not honest. I hate people that lie to get something for free.
I guess there is too many evil people in the bay.
I have to stay off of it. I tend to spend too much money there.

The only problem I have had on Ebay is I won the item and then the guy refunded my money and said it was to far to ship. The person lived in PA and I am in CA right now. I personaly think the person I was bidding against got ahold of the guy and paid him more money or something because he never responded to my offer to pay full shipping cost for the item.
Anyway I have had good luck with Paypal and Ebay. Dont like the fees they charge as a seller but hay there a business and there job is to make money.
Now to answer your question. Paypal is about as safe as anyway. Check the place out your buying from and see if they are liget. google them ect. then deside if your going to buy or not.

I’ll be relating another story, here shortly and give you guys a heads up on whether or not you want to buy from a retailer, and give you the facts of the situation, as they have unfolded! I have just had a BAD experience with an online retailer, I have given them every opportunity to stand up and shine with good customer service, but instead they have chosen to just stand by not say anything, and ignore the situation. Oh Boy!! Another one for MY “wall of shame” and someone else to never do business with!! Oh I know I’m wrong, and shouldn’t say anything but dag nabbit “Dey done did me wrong” In my professional opinion, and I’m a stickin to it. Like the judges say, if ye speaketh the truth, nothing bad can befall ye!! Hah yeah right! Don’t ya just hate it when someone pees on yer leg, and then insists that it’s just raining??? Regal
I don’t know if I’m lucky, or just stupid. I’ve never had a bad deal on eBay or any issues with PayPal - as a buyer or a seller. As a matter of fact, I’ve never had a bad deal on any internet purchases.
I am a recent adoptee of PayPal for my business. Mainly so I can handle direct sales of my R/C stuff overseas more easily to customers who don’t like using CC’s on the Net.
No problems so far as either a buyer or seller.
I have need to buy some parts from China and the vendor in China does not take CC’s. They do take PayPal. Both transactions have proceeded smoothly.
I don’t do E Bay.

I don’t know how Pay Pal works as far as refunds for transactions outside of eBay.
I did have one problem with an eBay transaction from China. Item was never received and I filed for a refund. PayPal denied the refund, stating I need to wait two more days before I was eligible to file. Three days after the initial filing, I filed again. Only to be told by PayPal that my time to file had expired by one day.
Fortunately, I had saved the original email and PayPal paid up after a phone call.
As far as eBay sales are concerned, you cannot file for a refund prior to 30 days from the auction close, and must file before 45 days from the auction close.
So you have a 2 week “slot” to file for your refund.

It doesn’t affect me though, as I still have nothing to do with E Bay. …and no desire to, given what I read on various fora.
I don’t use, and will never use, Evil Bay, or PayPal. I manage to obtain, at very good prices, everything I have ever needed, or will ever need, through contacts I have made over the years.
I wonder how I have managed to enjoy the hobby of Model Railroading, since 1941, without their services. Am I doing something wrong ?

I hear you. Not having PayPal would please me no end, but!!..
To me PayPal is just another way of conducting business transactions. The same as a bank. I had to have it as there are many people around the World who want to deal with me but will not reveal their CC #'s on the Net. Who can blame them.
PayPal charge me the same bank fees as the banks do for CC transactions. BUT!!! PayPal do not charge me an International transfer fee like the banks do.
I can transfer sale proceeds immediately if I want to. That process takes 2-3 days.
I use Paypal and Ebay all the time. I’ve had one problem with Paypal in the course of about 8 years when I goofed while changing the funding source for my account. It held up a payment to seller for a couple of days and I stayed in constant contact with the seller to reassure him. I haven’t done much with Paypal internationally except to Canada (where everyone is honest and nice , right??) and have found it a convenient way to buy and sell stuff.
Heck anything can happen in electronic financial stuff, my ATM account was compromised last year while I was in Italy after using it once only in a bank’s ATM machine.
We had a local credit union here in town compromised and many accounts were hit. So I guess if you truly want to be safe don’t use banks, CC’s, the internet, telephones, flush toilets (well maybe they’re ok) and don’t try to communicate with anyone out of voice range. Obviously do as much research on sellers as possible to try to avoid getting ripped off.
