Would anyone out there know who made this, are there more on different railroads and most importantly, do you know of any better pictures of the front
That is neat and it would make a cool model. It does look familiar but I don’t remember where I have seen it before. If you can’t find a photo that shows the front from the evidence we do have I don’t think much is missing. I’m thinking a headlight and some type of cowcatcher.
With the boiler cookign away I bet it would have been rather warm inside that car.

Commonly known as a steam dummy. On street railroads the loco was disguised with a coach body to, supposedly, keep from scaring horse teams.
One user that had several back in the day was the Coronado Railway in San Diego, CA.
Google it and you should get several pictures.

I want to build one, But I want to make mine a bit bigger and articulate the steam motor. Kinda like the British railmotors.

Yes, all these are “Inspection” engines, which the brass used for viewing the track, bridge, yard, or whatever feature they had just paid for but not actually seen.
The link to Jack Thompson’s 4-4-0 has a bunch of “inspection” cars, from engines to converted road cars. My favorite is the Lehigh Valley #300. As I pointed out a few years ago, a ten-wheeler chassis, with just the driven axle, is pretty close - and I have some coach parts left over from EBT #20.

The new Accucraft “Dora” is a little self-contained 0-4-0 which would be perfect for a railcar or steam railmotor. If you were so inclined, pop out the truck from one end of a coach and squeeze in the Dora !
I have a few “spare” motor blocks and some “orphaned” Bachmann passenger cars and combines that I just may have to abuse into a Railmotor. American version of course
Mark, when you post images just size it on one dimension leaving the other blank, then the aspect ratio will be retained correctly.
