Definitely on its stock International axles, but with some rail flanges bolted or welded onto them. Hubcaps make for a nice touch.

As for the bed, it almost appears to be a pile of dirt in it for weight, but not 100% sure on that (I have been known to be wrong before (http://largescalecentral.com/externals/tinymce/plugins/emoticons/img/smiley-tongue-out.gif))

Russel, Belt drive could possible work, as long as it is a cogged belt, may slip under load otherwise. May experiment with that idea

Go to robotics for your drive if you want to power from the bed.

Probably was filled with rocks or dirt.

They may have modified split rims for the flange.

That could work! A whole truck for parts would be nice, but $50 is a bit much to butcher just a cab and a couple parts from lol

Getting a little closer on details. Truck operated at the International Harvester Chatham works. IH bought the plant from Chatham Wagon Works in Ontario in 1910. By 1922 International started making trucks for the Canadian marked. In 1948 (when the truck was built) They built a new 300,000 sq. ft. plant to accommodate truck assembly. So they probably built this switcher from parts in the plant to help with the exceeding demands for moving cars around the plant, and probably for advertisement as well.

You don’t need a cog belt though if you are only moving 2 or 3 cars at a time.

I found an International D2, not quite teh same model, but for a bash it could work.
