Where are "My Files"?

I’m a newbie here. The home page says there is a free 5 meg “My Files” space to post pictures to use in posts, avatars, etc. for those of us cheapskates who don’t have a paid membership yet. Only problem is, I can’t find it.

Am I reading it wrong? Or could someone point me in the right direction, please.
