I noticed that along the platform the ties are partly normal and partly diagonal. Is this a scheme to stop the rails moving as the train brakes to a stop?

The Track is called Y-Stahlschwellen or Y Steel Sleepers/Ties.

It is used on the RhB and standard gauge railways in Europe.
