I’ve got a used 27mh Rx that when turned on the code light stays on. I have to turn the RX on and off a few times to clear this and have the RX operate properly.
Can this be repaired or do I have to find a new RX?

Sounds like it thinks you’ve pressed the code-set button. I wonder if that button might be dirty and sticking. Other possibility is interference. Do you have more than one Rx? If so, does the other work normally? That would rule out interference.
Try different channels.
Thank you Jon. Yes I have two RX next to each other and the one works fine. Is there a cleaner I should use or just air?

Radio Shack used to sell an aerosol contact cleaner. That would be safe. Air probably won’t do much.
The other possibility is that it’s just messed up. It hasn’t happened to me in a long time, but when I used to run my indoor track power layout a lot, once in a while the Rx would hang with the code light lit and would not hear the Tx at all. Usually when this happened it applied full power to the track :o The only cure was to power cycle the supply. It would then work fine again for weeks. That problem appears to have gone away when I switched to a bigger amperage supply.
The Rat Shack contact cleaner comes in two flavors…lubricated and non lubricated.
Works well but costs about $12 for a small aerosol can.
