Have done some checking on the applications for these #4 wheels.
I thought they might be replacements for 20.3 freight cars and in checking I discovered my early Bachmann cars had wheels and trucks using the smaller 22.5 wheels (good wheels, too small for the scale). Bachmann has upgraded to 32.5mm for the later 20.3 cars. 32.5mm = 1.279", the #4 wheels are 1.290" very slightly larger. But these wheels will interchange on the later 20.3 Bachmann freight cars and Accucraft 20.3 freight cars.
I have 196 wheel sets, all assembled and ready to go. With blackened (plated)wheels and axles the retail is over $5.00 each. I have been selling them for $3.00 which is recovering some of my money (should have started higher).
