I was informed today that my latest shipment was declared a restricted item by eBay’s Global Shipping Program. They refunded my money, but offered no explanation.

Sounds like a load of crap. Check with the seller to make sure they got the item back. The seller can still ship directly to you.

I haven’t heard back from the seller yet, but this is part of the email I received:
The item in question has been deemed restricted. This could be due to
import/shipping restrictions or eligibility requirements within the Global
Shipping Program. The item will not be shipped to you nor returned to your
seller.

That sounds like something you should press them on. If it’s a restriction based on materials in the item, it’s crap, as my dad has shipped numerous model train items through the GSP.
About the only thing that I think may cause this is an improperly filled out customs form from the seller, but unlikely as eBay auto-populates it when the item arrives at the shipping program center.
In other words, someone is stealing it.

There are many reasons this can happen. The seller could have simply made a mistake in declaring what was in the package or someone saw the item on eBay and reported it was stolen from them.

If the item was new, the seller may not have been an authorized retailer. This has happened to me a few times over the years. eBay refunds the money and shuts down the Sellers account. If the item is already in transit then you still get it!
It was used from an estate sale. I still have a few for projects, so it’s not a big deal.
