It the same thing as creast REVOLUTION or do need the Digital Central Station hook up to the track
This is DCC, so you need all the other bits as well.

If you are looking at remote control systems, you need to start with what you want to accomplish.
The budget is really secondary, since track power and battery power even out after a few locos, in fact after about 3 or 4 locos, track power will always be cheaper, unless you run all the locos from the same controller and battery.
