I suspect most of them were/are in both.
Russia surely is a land of opportunity if you know the “right” people.
Much like most other Democracies.

Mafia? Government? your saying theres a difference there? Given the massive oil and gas reserves in Russia, the way they've treated nieghbors and business partners who dont do what "they" want, and the potential volitability of the KGBafia running the place, I for one wouldnt feel so cozy about the future of dealings with them. "land of opportunity" or not.
