Since the photo is of Jim Strong’s layout from some years ago, it very well could be scratch built. Jim also scratch built a model of the B&O’s Oakland MD station.

It is scratchbuilt, as are most structures on the railroad. 1/2" blue (or pink) foam for the walls, then covered with Quickrete vinyl patching concrete, sculpted to shape.
