Yup, it’s Jan Golding’s loco on Doug Mathesons layout.
That is an ex IPP&W loco; it was declared surplus, and acquired by the motive power chief of her railroad. It was “Second #1” on the IPP&W, but was never actually in service. It sat in the Craigleigh shops for over two years, waiting to be retubed and upgraded. Management of the IPP&W could not justify a loco that light. It was too light for most duties on the pike.
