"There is an unmanned crossing which I have seen the tractor using regularly today but the tractor wasn’t moving and the train was coming.

The article said the tractor driver collided with the train. Maybe the police put the sheet over the rods and drivers to preserve evidence. Just a thought.
The sheet is to protect the locomotive’s modesty.
