Somewhere in one of my books is a picture of a horse transport car used by early loggers. The car or cars, were sided on a spur in a logging camp and used as barns with portable paddocks off each side.
Yours is much more modern, prolly used for moving horses quickly from one place to another.

A friend in Lebanon, IL built a horse/transport freight car for his HO scale layout… The car, when stationary is used as stables for the horses… Sides of the car are hinged…

Race tracks. Today they arrive by road transport and air. Yesterday by rail, probably.

IIRC racing was seasonal at different tracks around the country. Miami could be running during the winter when other tracks were under snow, but come spring more tracks wanted their piece of the action. The railroads built the cars to move them en mass from track to track.
This was before televised sports, your local track opening was the big thing and you could see the horses from the newspapers.
