It says BBCode: on. When I click on the BBCode link, it lists several things that I can do - among them…emoticons.
But, when I enter the :0 
they don’t seem to get translated in the posts to those little faces…
Am I not emotional enough?
I see…maybe this feature is NOT enabled?
