I’m not sure when “poling” was outlawed, but the EBT put the pockets on cars it built up through the 30s. All the mikes still have the poles hanging from the tenders. The EBT always sometimes felt itself somewhat immune from the federal rules it didn’t agree with, so even if the process was officially outlawed, it wouldn’t surprise me that they’d keep doing what worked for them.
The chains–as mentioned–would be used to pull cars if a coupler broke or some such emergency. I’ve also seen chains draped over the rails next to locomotive drivers to serve as something of a wheel chock if the loco’s being serviced. Usually this would be done if engine brakes were going to be compromised by the servicing, or there was otherwise a chance of the loco drifting. In this case, the chain would probably just be pulled off of one or two hooks and draped under the tender truck–easier than removing the entire chain.

While I don’t know if the EBT ever did this, but I’ve seen chains used in a move like poling, where the car to be moved needed to be pulled, rather than pushed. I suppose when you have pockets all set up on both ends, you could use the pole for a move in either direction unless the move put the car in a down-grade situation
What is interesting, I noticed while modifying my Aristo snow plow it has poling pockets molded on it. This has been an educational thread for me as many in the past and still more in the future.
