Yes & No! For awhile yes, but they did restrict the number of runs when they started back up, and then they required Masks and proof of the shots, and then they skipped every other row of seats and alternated each side. The C&T did the same thing.
They might not find they had many subscribers left if that happens.
It’s a rails to trails law though, in the USA, that if the line closes down a trail goes in?
NO, not a law… In the past, when RRs abandoned a line, the Right of way often reverted back to the original land owner. If that was the State or Government then quite often of late the locals got together and Asked for title, and then they converted it into "Green " areas within the cities, and “Rails to Trails” in numberous places.
But of late, when the RR, just quits using a line, they are removing the rails, but retaining the “Right of Way” for possible future re-use.
