The kayakers reminded me of something they were discussing last year on one of the narrow gauge boards that I didn’t really understand. They were talking about Colorado water rights affecting tourist operations. As I understood it Denver purchased a bunch of “rights” to build some sort of a kayak water park, so people UPstream had to cut back usage during dry years.
Maybe it’s because I’m an Eastern fella, but saying somebody can’t brush his teeth or flush his commode because you have the right to play in a boat makes no sense to me.
