They’re all for safety, except …
“Safety” has to be balanced against practicality and economics. The only way to be 100% safe, 100% of the time, is to never do anything.
I think the final rule requiring strict lockdown of unattended trains makes far more sense than the proposed rule prohibiting them from ever being unattended.
