Any of the usual marerials you use for household pan cleaning will do - a Scotchbrite pan scourer or similar. A Q-tip and rubbing alcohol is also good.

What type of science fair project involves a Shay? It sounds interesting.
When I clean my wheels I take a folded paper towel squirt it with rubbing alcohol put the loco on top of it one truck at a time and apply power to the track. Hold onto the loco and let the wheels spin on the towel and if really dirty lift the truck and pull the towel to a clean spot and put the truck back down. Shut down the power then repeat process for the other truck.
I’m always amazed at the gunk left on the towel.
Little bit of GOO GONE I use on On30 stuff…the LS stuff is battery operated so I don’t clean them…
Thanks for the info. I found an HO soft cleaning block in my junk box. worked great I also tried the Q-tip with rubbing alcohol. They both worked great. In regards to the Science Fair question, My daughter is doing a demonstration on Steam Engines so she set up some track and is running the Shay with a couple of cars she also did diagrams of the pistons, firebox etc. Also how steam engines were used in Ships, Tractors, donkey Engines etc. The judging is tonight along with the public viewing…
Ohhhh too bad ya didnt spring fer a live steam Shay…just think of it as an investment in your daughters education! I’m sure the wife would agree!
