It’s a loop and privately owned in St. Hilaire, MN.
My guess is the throttle is just barely open and they let it go on it’s own just for fun.

Warren Buffet owns the largest and his runs through the gardens of the midwest.
I used to be in 1 1/2" railroading and it was common to get off the engine and throw the switches while the engine was on the move. Not saying this was condoned by the track owner, but if no one is looking who knew it happened.
