I flattened the tube first, then bent it. As I had said, it wanted to bow up as I bent it, but not kink really.
Wow…that might be the solution to my stirrup step problem as well!

Re-reading your howto’s on the ladder frame. You don’t use any heat? You just work the tubing around an Exacto knife handle and it will bend a little upwardinto the third plane and you flatten it with light uniform taps of a hammer.

You are quite correct. No heat required. Just don’t be impatient and try to bend it all at once.
