By ‘readily available’ he means something you can go into any local hardware shop and buy off the shelf (as we can here. 2ft X 8in X4in block =$4). I’ve had this discussion with him before re other supplies and can see his point of view.

David, if those 2" sheets are READILY available they’d do the job. Can you get a scrap and see how well they carve/scribe using e.g. a screwdriver tip? Scribed like this?
Scribing on blue or pink foam insulation board (it comes in 3/4" to 2" thicknesses) needs to be done with a hot wire cutter. A screwdriver won’t do it. A sharp exacto knife might. Some projects -

I actually prefer the pink and my Washington St Station in my avatar is made from it. I actually did carve the siding with a flatblade screwdriver. Didn’t have the same luck with the blue as I found it less porus than the pink.
But either one is quite available here. (link my be too long)
